The Ministry of environmental protection recently issued the technical policy for the prevention and control of volatile organic compounds (VOC) pollution, which puts forward the pollution prevention strategies and methods for the production, storage, transportation, sales, use and consumption of VOC materials and products containing VOC. VOC comes from a wide range of sources. Industrial sources mainly include production industries containing VOC raw materials such as petroleum refining and petrochemical industry, coal processing and conversion, storage, transportation and sales process of oils (fuel oil, solvent, etc.), production industries with VOC as raw materials such as coatings, inks, adhesives and pesticides, and use process of VOC containing products such as coating, printing, bonding and industrial cleaning; The sources of life include building decoration, catering services and dry cleaning of clothing. The new policy points out that the prevention and control of VOC pollution should follow the comprehensive prevention and control principle of combining source and process control with end treatment, adopt cleaner production technology in industrial production, strictly control the VOC emission of VOC containing raw materials and products in the process of production, storage, transportation and marketing, and encourage the recycling of resources and energy; Encourage the use of alternative products without VOC or products with low VOC content in production and life.

 

The policy requires that by 2015, the VOC pollution prevention and control system in key areas will be basically established by actively carrying out VOC investigation, preparing and revising VOC emission standards and management systems in key industries, strengthening VOC monitoring and treatment, and promoting the use of environmental labeling products; By 2020, the whole process of VOC emission reduction from raw materials to products and from production to consumption will be basically realized. According to the policy, the technical measures for VOC pollution prevention and control in coatings, inks, adhesives and other industries include: encouraging the production and sales of water-based, organic solvent-free and low organic solvent coatings, inks and adhesives that meet the technical requirements of environmental labeling products; The closed integrated production technology is encouraged, and the waste gas generated in the production process is classified, collected and treated. The technical measures for VOC pollution prevention and control in the use of VOC containing products such as coating, printing and bonding include: encouraging the use of environmentally friendly coatings, inks, adhesives and cleaners certified by environmental labeling products; According to different coating processes, encourage the use of water-based coatings, high solid content coatings, powder coatings, ultraviolet curing (UV) coatings and other environmental friendly coatings; Promote the use of electrostatic spraying, spray coating, roller coating, dip coating and other coating processes with high efficiency; Outdoor spraying without VOC purification and recovery measures shall be avoided as far as possible; Promote the use of water-based ink in the printing process, encourage the use of ultraviolet curing (UV) ink in the printing iron can industry, and encourage the use of pre coating technology in the book printing industry; Encourage the use of water-based, hot-melt and other environmental friendly adhesives in the bonding process of wood-based panels, shoemaking, leather products and packaging materials, and promote solvent-free compounding and coextrusion compounding technology in the production of composite films.
